copy/v86#1 (the issue doesn't matter, just a link) could be used as a drop-in solution for Command Prompt.

For https://98.js.org/ I did a similar thing but using JS-DOS. It's very pointless, not being connected to anything! and it doesn't support text selection like the real command prompt.
But you could drop in my solution and change the icon and "MS-DOS Prompt" to "Command Prompt", update the intro text. (To get the intro text right I made a batch file for it to run at start up that clears the screen and prints some text.)
Note the Command Prompt window in Windows XP is normally shown in Windows Classic style.
