Seeing as there is a CSS-only toggle option for the Nav Dropdown I was wondering why there is no such option for the Header Button/Header Nav. Shouldn't the same solution be possible here?

This is a good point. The Nav Dropdown was added in 0.5.4 as part of an experiment to see if it was viable. However, I did not pursue it any further since it was presenting some complications with Safari. However, I will see if the issue persists. In the meantime, there is a CSS only toggle for the Header Button/Header Nav where you can toggle it by hovering over the items here.
