Add Tchoukup admin interface

Currently, most of the Tchoukup management is done on Podio.

However, the addresses database is on tchoukball.ch and all the manipulations to get addresses lists (postal or e-mail addresses) are done manually through phpMyAdmin.

Having a web interface within tchoukball.ch would be better.

In a second phase, we could consider moving all Tchoukup management on tchoukball.ch (from Podio).

Some details on what could be done:

• Generating the different types of list addresses (packet, individuals shipments, e-mail) Done in Enabling download of lists for Tchoukup dispatch #35
• Highlighting members which status is set to receive the Tchoukup only by e-mail and which haven't any e-mail address set
• Automatic e-mail sending to clubs which have members going from junior status to active status and not any e-mail address set (as active members receive the Tchoukup by e-mail only by default).
