E-mail notification on user creation #21

Currently, when a user is created (which can only be made by another user with necessary rights), their login credentials have to be sent manually.

It would be much more efficient if an e-mail is automatically sent to a user when their account is created.

That would even allow to let the user choose themselves the password they want to use.
