Messages/Run I/O display console stuck in near-minimized form

I can't extend the run I/O screen upwards to see it expanded. If I try and drag the edge up, it snaps down near the bottom and can't be moved upwards.

I can still use the arrows to fullscreen it, but that's obnoxious and slow

I have no clue why that would happen; I don't think I can do anything if I cannot reproduce this bug. If you can figure out some reproduction instructions, I am willing to debug it.

Although this is an old issue, I found that lower the font size can move up the console.
Therefore, I use another editor for editing and then come back to run.
