The AI is set to 6 woodcutters, along with some other lords.
Though this specific one will go and spam woodcutters that cant be destroyed, have no player colored flag on them, and no worker will go use them, hovering the mouse above them it will show the AI owner.

You have to set max harassing siege engines 0 if you don't have the siege engine type assigned!
The game is trying to place siege tents of type 0 if you don't have a siege engine type assigned, which doesn't exist so it is displayed with a default sprite of a woodcutter hut.
