The current draft limits the markup that can be used inside cue fragments to a small subset of HTML. Putting aside the question of if that's a good idea at all (see #2), what is a UA supposed to do when a DocumentFragment that doesn't meet the given constraints gets passed to the TextTrackCue constructor?
