[Elemental Shaman] 10.1 updates

Elemental shaman has been unmaintained for a while, but I figure I might try to take a crack at implementing at least some of the basic indicators.

This ticket is intended for discussing the overall structure of the new guide section, then we can use separate tickets (or just not at all) for individual features.

I quite like the approach of the guide section where its possible to be somewhat more verbose, and have different visualizations than just the checklist section.

Current working example of Unbuffed SK LB and "wrong" uses of SoP

Since we're now two people that are interested on contributing to this, moving discussions to the ticket to promote transparency.

I have looked through guides and what is generally adviced in the ele discord channel, and come up with the following structure for the guide section:

• Resource usage (don't overcap)
• Always be casting
• Use Stormkeeper correctly
• Use LvB-EB-LB correctly (outside SK)
• Keep electrified shocks up for all nature damage (including overloads)
• Keep flameshock up

We now have a PR for just some initial clean-ups (see previously linked PR).

Next steps, as I see them are,

• Basic clean-up and maintenance on the spec. (Basic 10.1 updates for Ele shaman #6175)
• Add guide outline, explanation sections and placeholder stats where necessary.
• Review structure and text with ele shaman discord.
• Add resource usage details
• Add SK usage details
• Add LvB-EB-LB usage details
• Add ElecShocks details
• Add Flameshock details
• Polish
• Make the guide the default!
