Change the default buffDuration pandemic cap to 1x instead of 3x

The 3x value is very tank-centric. Almost nothing besides tank AM behaves this way, so it probably shouldn't be the default.

Principle of least surprise would push towards using 1x instead, which won't surprise you by treating a buff as pandemicked up to 3x when you left the cap off entirely.

(Issue instead of PR because this is gonna take reviewing all existing APLs)
