Description

Since migrating from Creative Commons, we have had very few providers running consistently. We would like to get these DAGs in a consistently operational state so that we are regularly ingesting data.

Edit: Providers are checked off when they have been reactivated. Failures/errors are tracked in the provider audit in #283

I think we can close this for now - Flickr and Europeana will likely take some non-trivial extra work. Thank you @stacimc for your assistance with this!
