for the sweep_all command in the CLI wallet, we should have no parameters just be the current address. This is needed since users might use this function for reducing unspents for xcash dpops voting.

fix: option no parameter for sweep_all

Add no parameter option for sweep_all, that allows one to just type the command and it will get the wallets public address. Releated to feature #30
