在现有的告警能力上进行扩充：

支持对某个告警规则在时间区间内循环屏蔽（比如每天 0 - 12 点）
支持对某个告警规则在未来一段时间内进行屏蔽（比如因为迭代正在修复尚未发布时屏蔽 1 天或者 2天）
...
