How to respond to user's scrolling

When the user is scrolling across sections, the hash might become stale because it no longer reflects where the user is viewing

Describe the solution you'd like
Add an option to APIs like HashScroll to observe its "visibility". When the user is scrolling and the component becomes visible from invisible, the hash can change to that hash.
