Can't open the program

I'm using windows 11 and when I try to open the program (already extracted) it won't open, and no gui shows up. And it isn't running as a background proccess too and even with my antivirus disabled it won't open.

You might need to install .NET Framework 4.0, as indicated in the Requirements:

Please post here if installing the Framework fixed the issue or not.
