Limit number of notifications

Our dev cluster is very crashy and the slack channel is very very noisy.

Describe the solution you'd like
It would be nice to be able to pass in an option for either limiting the number of repeat messages or reducing the frequency of runs.

e,g, "pod-abc123 in CrashLoopBackoff" - notify once
or "pod-abc123 in CrashLoopBackoff" - notify once per hour
