BUlk converter not enough power to run multiple devices

Because of lack of plannig my flat, I decided to buy AC/DC bulk converter (700mA) to implement it behind my switch. This worked until recently, when I added rotary encoder to the same esp8266 board.
Can you tell me please how much these components consumes mAmps?
Because Im afrait I dont have enough power for my esp8266 (it flashes briefly when I plug micro usb cable, but it never bips, and it doesnt connect to HA), but whehn I connect it from my PC, it connects automatically.
