AnyIO 4.0 newsfeed

A lot of people have been asking about AnyIO 4.0 over the past several months, so I'm starting a discussion here to keep everyone updated on what's happening. I went on record a week ago saying that there would be a 4.0 release candidate out by the end of week, unless I encountered a difficult corner case that warranted further debugging. Well, that is exactly what happened. As such, I did not make a release yet. I spent the entire weekend trying to figure out this issue, but on the bright side, progress was made, and I am currently exploring a potential solution. I don't expect this to take more than a couple more days. I'm eager to get this out the door since I have a list of other projects urgently needing my attention.

I made a breakthrough today that looked like it solved multiple, hard cancellation related issues in one shot. I received just one negative, albeit very unspecific comment about the implementation, and I'm still waiting to hear the details, but the test suite passes, and so do downstream suites for Starlette and httpcore against the PR branch, so I'm feeling optimistic about it. Once I can get reviews on PRs #593 and #595, I can merge them and make the RC release.

I decided to merge the PRs as it looked like I wasn't going to get a review soon. There's one more issue I'd like to get sorted out (#575). It's not a blocker for release, but there is a PR already that should fix it, but no associated test which is why I haven't merged it yet. I'll see if I can come up with a test for it. If it looks like it will take significant amounts of time, I'll defer that to after the first RC release.

I squeezed in a couple more fixes and cut the release. 4.0.0rc1 is on the PyPI now.

v4.0.0 final is out now. I've also enabled automated GitHub releases now, w/ automatic changelog extraction. Enjoy!
