Testing the terraform cookbooks on a cron to be sure they are still working #1595

Currently we have a bunch of terraform cookbooks that are not tested very often for either product or API changes.

I propose we have a github action that runs every week that tests the scripts and proves that the are still working as intended.

This seems to be supposed by a few different threads internally around the versions of the products in the scripts themselves, along with previous issues with teraform versioning.

Update: I'm working with Murad B. on getting the recipes on https://github.com/aiven/devportal-terraform-examples for testing. Once we complete the Phase1 of manually triggered testing, we'll work on a scheduled testing process.
