Is this a regression?

Sort-of. This issue was supposedly fixed in #17332, however, is still not working.
As of 9.1.1 there is supposed to be a fix. However, does not work in that version.

Angular CLI v9.1.1
ng deploy cloud-functions --configuration='production'

Unknown option: '--configuration'
