Until ansible-core 2.12, the required version of jinja2 is 2.x but from ansible-core 2.13, the required jinja2 version must be 3.0.0 or higher.

As for Ubuntu, python3-jinja2 <= 3.0.0 package is only available from jammy (22.04LTS) as listed here.

For Ansible 6 & ansible-core 2.13 to work as expected on Ubuntu bionic impish and focal, python3-jinja2 <= 3.0.0 must be custom built and published to Ansible PPA same as python3-resolvelib <= 0.5.4

Hmm, maybe this is the reason that the is no ansible 6 package for debian 11 (actually ubuntu focal)?
Debian 11 also come with python3-jinja2, version 2.11.3.
