bottom-up: test_latter_tx_is_waited() is suspicious to require investigation.

top-down: Study SERIALIZABLE in postgres

Not necessary to realize with SQLite. Implement transaction in storage engine by ourselves.

In other words, isolation level is not well defined while depending on SQLite.
