Now that AWS has announced the GA of Amazon Linux 2023, add support for it.

I started the work to submit a PR, will report progress in a couple of days.

I have submitted a PR to add support for Amazon Linux 2023, x64, for swift release 5.8.

Missing

not tested yet on Graviton (aarch64)
not working on Swift 5.9.x. (error during build libswiftCore.so: cannot open shared object file: No such file or directory)
