Why does the agent pod load executor plugins in the controller namespace?

If I want the workflow use specific executor plugins, I will apply them in the workflow namespace.
Is it necessary for the agent pod to load executor plugins in the controller namespace? In my scenario, some useless sidecars will be loaded into the agent pod.
