[EPIC] Dependency PR's

This ticket will track all Dependency Related work, as well as note that PR's that have been ignored using @dependabot ignore this dependency or another command.

Reasons should also be included:

• Bump sphinx from 7.1.2 to 7.2.6 in /client/python #2981, Bump sphinx from 7.1.2 to 7.2.6 in /third_party/airflow #2980: Both ignored because the version specified is not supported by Python 3.8
• Bump k8s.io/kubelet from 0.22.4 to 0.28.1 #2944, Bump k8s.io/component-helpers from 0.22.4 to 0.28.1 #2945 these dependencyies seem to be tightly coupled to a lot of things.
• Bump pylint from 2.17.5 to 2.17.7 in /client/python #2998, Bump black from 23.7.0 to 23.9.1 in /client/python #2999, Bump pylint from 2.17.5 to 2.17.7 in /third_party/airflow #3000, Bump grpcio-tools from 1.58.0 to 1.59.0 in /third_party/airflow #3001, Bump grpcio from 1.58.0 to 1.59.0 in /third_party/airflow #3002, Bump black from 23.7.0 to 23.9.1 in /third_party/airflow #3003, Bump types-protobuf from 4.24.0.1 to 4.24.0.2 in /third_party/airflow #3004 all of these bumps will fail.
• Bump github.com/spf13/viper from 1.15.0 to 1.18.2 #3216 this breaks most of our go workflows
