Use interactive tooltips in svg context

Problem

The problem is i want to use a interactive tooltip which shows up on a "svg" button click which in my case is a "rect".
The interactive tooltip will be created inside the svg context and therefore will not show up in the UI as HTML tags are injected into svg code.
