Add the GitLab Runner Helm chart to the Kubernetes addons. This can be used to deploy GitLab runners on the EKS cluster
The runner can't do anything without RBAC rules

What does this PR do?
Adds the GitLab runner as an addon, and provides an example of how to deploy it with an EKS managed node-group
Motivation
Our team wants to use the GitLab runner on our own EKS cluster and we have adopted
gitlab-ci-cdwith an example that shows self-hosted GitLab on EKS #493More
