We would sometimes remove the incorrect topology spread constraint, resulting in removing a non-preferred constraint which lead to an invalid scheduling decision. Fixes aws#2545

We would sometimes remove the incorrect topology spread constraint, resulting in removing a non-preferred constraint which lead to an invalid scheduling decision.
