Description

This is a follow-up to #1143 to update the test dependency on registry container image to v3.0.0 once it is released. See https://github.com/distribution/distribution/milestone/22 for tracking.

The dependabot automation will not catch this update. The base image is missing the source label and repository tags needed for dependabot automation to be successful. (See dependabot configuration) I have cut distribution/distribution-library-image#161 to ask the community if these can be added for soci-snapshotter use case and others to receive dependabot updates for the registry container image.

Describe the solution you'd like

SOCI snapshotter CI to be on the up-to-date v3 registry container image tag.
