Is there a way to stop browserslist update, and is it start-server-and-test dependent update?

On every run of script it force to make yarn install, in my case, stove browserslist checking latest during she minor update and shake lock file tree for 3-4 minutes. Does start-server-and-test:

1. Responsible for it
2. Can stop it

I have cra 4 underhood, and appraiser it may be a main reason to check and update lock file, even with frozen lock file install.
