Suggested states for US-wide datasets

Consider adding suggested non-default states for US-wide datasets.

For instance, Arizona has good overall access to substance abuse treatment services, but the disparity between the general population's access and the access of Native Americans is striking:

Most users aren't going to randomly click on Arizona and then use Race as the selected census category, so we should have another way to indicate interesting combinations to users more directly.
