Add option to "Ignore offers under min. required rep score"

A user "complained" he could see offers that were at 0 reputation even if his requirement was 10000, saying it was misleading.
I thought those offers could be hidden altogether, but then maybe someone could want to still see them, so he can decide to lower the requirement if something interesting appears.
So, enter the option as above.

We can add a flag into Preferences to hide such offers...
