Review https://github.com/stylelint-stylistic/stylelint-stylistic and consider adding back stylistic rules that were deprecated from the main stylelint package

https://github.com/stylelint-stylistic/stylelint-stylistic is a new project that aims to maintain the stylistic rules that were deprecated/removed from the main stylelint package. The scope of this issue is to review the stylelint rules that were removed from stylelint-config-sass-guidelines when updating to stylelint v16 and consider if we should add those rules back.

A large deciding factor will be if we can write tests to cover the stylistic rules, these hopefully should be straight forward with the modernized unit tests.
