[Feature Request] Windows XP support (again...)

Description

With version 2020.10.09 Windows XP is not supported anymore:

C:\WINDOWS\system32>youtube-dlc --version
Error loading Python DLL 'C:\DOCUME~1\Nico\LOCALS~1\Temp\_MEI4802\python35.dll'.
LoadLibrary: De toepassing kan niet worden gestart omdat de configuratie van de
toepassing onjuist is. Het opnieuw installeren van de toepassing kan dit probleem oplossen.

When building with Python 3.4.4 (last XP-compatible version), I get a working binary.

Have opened an issue about this here actions/setup-python#153
I use setup-python action in the workflow unfortunately they only offer 3.5.x 32 Bit and 2.x 32 Bit.
