Configure initial detect/record/snaphsot/audio states, or keep them across restarts

Describe what you are trying to accomplish and why in non technical terms
I would like some of my cameras to not detect/record etc at startup, however they are always on when frigate starts/restarts.

Describe the solution you'd like
I would like to set some of the states to off at startup, or better yet, keep the state they were in before a restart. I only activate/deactivate them via an automation linked to my alarm system.

Describe alternatives you've considered
Automate that in Home Assistant if I can grab the frigate restart event.
