Deadlock in multiple project creation from templates

I've recently created several bndtools project templates for remote services development. These templates have a natural order about using them...i.e. creating a service api project/bundle, creating an impl-of-that-api bundle and creating a consumer of that api and impl.

When creating the second (impl) project, bndtools occasionally hangs. The project creation job seems stuck waiting for workspace build, and workspace build seems hung up on 'Analyze ' perhaps part of the bndtools meta-data analysis?

It happens about 1 in 4 attempts at api then impl project creation from template.

If/when I reproduce I'll attempt to get more detailed information.
