[Wallet] Market tab should be visible without unlocking the wallet

Description

It would be nice if I could see current market prices in the Market tab without having to unlock my wallet. This would allow users to quickly see how the market is doing without constantly unlocking their wallet and risking their security.

Why force users to constantly go to CoinMarketcap or Coingecko when they could spend more time interacting with the Brave wallet itself?

Steps to Reproduce

1. Put the wallet in locked state

Actual result:

User can no longer see market tab

Expected result:

User should be able to see a locked down version of the market tab to check prices. Any actions like buying and depositing should prompt the user to unlock
