Create a site to allow Scaffolds to be shared

Pretty big thing to put as an issue, but it's probably the only way I'll remember and it's good to gauge interest.

The idea is to create a site where users can share Scaffold files around for common things. Scaffolds could be tagged for searchability. Might be nice to add them as Gists so they can be forked and allow authentication with Github (just like xpathr/symphonyextensions).

Might be worthwhile talking to @bauhouse about the Gist integration for xpathr.

At the very least, it'd be used internally at work instead of having the files scattered throughout our desktops.

Actually, you might want to talk to @alpacaaa about the Gist integration. Marco set that up. Sounds like a great idea, though!
