aot_load_const_from_table is inefficient

wamrc uses a clever trick to store constants in native symbol table.
however, it's inefficient as it stores values as strings.
it might be better to use a real data segment similarly to what we do for aot_stack_sizes these days.
it might involve an aot abi breakage though.
