Announce carol with a blog hosted on carol

This would dogfood our system a bit. We have to decide whether we do this before or after we add state. Doing it before means that we'd have to include the blog's content in the binary. If we had state then we could add the author's key as a parameter and only accept blog post uploads signed by them.
