Wanted to know how I can set no-commented-out-code as a rule

Do you mean like exmaple? how to set the rule?

for example the etc/ prefix is important: 'etc/no-commented-out-code': 'error',

... ESlint file others code
      {
        files: ['*.ts'],
        parserOptions: {
            project: [modulePathFixed],
        },
        //  Others plugins in array ...
        extends: ['plugin:etc/recommended'],
        rules: {
            // Others rules as a key...
            'etc/no-commented-out-code': 'error',
