[Feature] improve code quality by involve strict static check

Currently, many potential vulnerability can be found by static check.

This issue tracks my plan to gradurally involve lint rules.

• feat: add .golangci-lint.yml and apply lint #1372 Start with a strict lint config template.
• Enable errcheck
