Snapshot builds are (not) available.

Currently the README says that snapshot builds are available, though that link is broken. It seems that either the link needs updating, or snapshot builds are not being published.

If it's the latter, might I suggest using Github Packages along with Github Actions to automatically publish snapshots on merges to master? I used it to publish my fork of Misk, and it was very easy to set up.

If there is interest, I'm more than happy to send a PR your way to add it!

@swankjesse I suspect you'd be the person to make a call on this. I don't have a ton of insight in to how stable the Misk API is, so I could understand not wanting to publish even snapshots yet. In that case I can send a PR to modify the README.
