Description

Bottom sticky footer on responses page removes side bar border and is tight to report a problem and view reported responses links.

Steps to reproduce

Go to GC Forms form with responses set to download
Submit a (test or actual) response
Go to Responses Page > New
Select response
See how things get cut off

Browser: Chrome / Edge
Operating system: Mac / Windows
Environment: Staging
Language: English / French
Viewport: Desktop / Tablet

Expected behaviour

Space around links
Border conserved
