Title has scroll bar when long

Description

Rather than expanding as is the behaviour for other page text that is long and goes beyond the input/text area, the form title has a scroll bar that appears.

Steps to reproduce

1. Go to GC Forms > Edit
2. Write a long title
3. Scroll bar appears
4. Add page text or form description that is long
5. Text area expands
