Two horizontal scroll bars appear

Description

Two horizontal scroll bars appear in the row table of the HTML response.
Only one appears to function.

Steps to reproduce

1. Go to GC Forms > Responses
2. Download single HTML
3. Scroll down to Row table in HTML file

Expected behaviour

Single scroll bar, and/or do we need this format given we have csv?

This is still the case on Edge, seems to be when there's more questions than fit?

Only one scroll bar actually is functional.
