The old Hugo site used to automatically add a list of links to sibling pages at the bottom of an index page and this made it (somewhat) clear to the reader what to read next.
But the new next.js site doesn't do this.
We've been removing the (now) content-free headed sections because they are confusing but I think that such pages should have a list of next pages or simply a closing remark that invites the reader to:
explore the available issuers in the left-hand menu
