Since we've been porting components from cfgov-refresh to capital-framework, we need to maintain the same code coverage standards here.

new/updated code should have 100% coverage
set up Codecov on this repo to measure and enforce failures on PRs

What are the steps to do this? I haven't set up codecov before. Is there a good guide?
