cf-modals are in the https://github.com/cfpb/capital-framework/tree/prerelease-ver-5 branch. We need a way to trigger modals.

Current behavior

cf-modals can only be closed once shown. There needs to be a way to show a modal.

Expected behavior

cf-modals can be triggered from arbitrary buttons and links.
