Snapshot keeps semver ranges causing conflicts

That being said - when using snapshot versions all dependency ranges etc should be updated to fixed versions to eliminate the transitive dependency issues.

It seems to still be a problem. When I have workspace:^ as a dependency and do a snapshot release it becomes ^0.0.0-tag-12314234 instead of pinning the specific version with 0.0.0-tag-12314234. This causes conflicts when there are multiple ongoing snapshot branches.
