Make barchart more inline with v2 behaviour and other charts

This would be a breaking change, unless considered a bug. |

I think it's more considered a bug as this was the behaviour in V2, otherwise the migration guide needs an update with the changes |

In the migrationguide its also said that the horizontalBar interaction mode has changed from
indextonearestto match normal bar so normal bar should not override to index
